This is a thread I am moving here from hardware because I think I have pretty much ruled out everything but my mobo as the problem. Below is the thread so far, and at the bottom the 'new data', that is, I bought a new NIC it fixed the issue for three days, and now the problem is back:

So this problem is sort of difficult to explain, my audio tears. That is, while it is streaming it will sort of robot (get metallic) and stutter. This problem also shows up in my video while playing online games, the screen will freeze momentarily.
I have ran a complete norton scan, CC cleaner etc. I have also defragged and error checked my drive with no results other than the normal tracking cookies, and a few fragments. Additionally I also ran the windows 7 driver update tool, and individually checked them through the device manager; nothing.
Thinking the problem might have been my ethernet cable I replaced this. The issue still occured, so I swapped cables with my wife, and still no fix. I also tried both cables on different ports on my router (ie. I connected to a different port with each cable) and still no fix.
No one else in the house has the problem. Further, I should be getting 50Mb service, while downloading (or running speedtest.net) I get 1-2. I'm leaning toward the problem being with my ethernet card? I ran a continuous ping test on the cmd window while playing, and it seems that I am getting "random" latency spikes that coincide with the roboting/stuttering. Latency will pop up to 500-800 and than drop to normal 3-10.
Just thought that I would check here and see what people thought before grabbing a new ethernet card.

Have you performed a speedtest from another computer for comparision? You can also run the same ping test from another computer while testing?
Verify the NIC settings: Start / Control Panel / Network and Sharing Center / there is a link for the "Local Area Connection". You can view the speed. There is a "Diagnose" button for Windows to check the connection and in the properties you should be able to view the speed and duplex settings which should be 100/Full or 1000/Full depending on your hardware.

Yeah. I did preform a speedtest from a different connection. The other comp gets 50mb consistently at the same time mine is getting 1mb. Also there are no latency issues there, for either cable, during the same time that my computer is getting latency issues.
I have already ran the diagnostics, and it says there is no problem. the only thing I can find for speed is 1.0gbps, using IPv4.

So. I replaced the o- board NIC card w/ a new one that goes in a PCI slot (Trendnet Gigabit PCI adapter: model TEG-PCITXR). It worked great, for about three days.
The latency spikes are back. I can recreate them when I am 'in' my router, and switching between tabs like, logs > WAN setup etc. At the router, the port I am using is 1000M/Full, the new NIC is set to auto detect the incoming 'speed/duplex. Further, I ran SUPERAnti Spyware and removed additional cookies, but the problem still persists.
