Surveillance DVR rebooting when plugged into router

I have a QSEE qt228-5 dvr. Worked just fine on slow AT & T DSL until I got faster internet with AT&T Uverse (which is still DSL basically) Now its been rebooting as soon as I plug it into the new modem/router.

I have tried all the "fixes" through the QSEE website to fix DVR that reboots. The DVR does not reboot if it is not plugged into the router. Plus I even got a second new DVR.
I had it set up to be accessed remotely and it was working (still can access before it reboots), now rebooting as soon as it's plugged into the modem/router or within a few minutes.

The router is a 5031NV-030 by Pace.

It seems the reboot is caused only when plugged into the router so it seems it is related to that.

When on slower DSL that went thru the phone line, the only error I ever got was a network error, now I get a system error and it causes a reboot.

Please note I have tried the following on the DVR:
new power supplies
different outlets
new DVR
new hard drive
disconnecting the hard drive
reformatting the whole unit
restarting

The settings on the DVR are the same as I used on the DVR for 5 months on slower AT&T DSL with no problems. Now with AT&T Uverse (faster but still DSL) and new router/modem it reboots.

At one point I turned off recording or sending emails when motion was detecting and that fixed it for a couple months.
