I pay for 15 Mbp/s download speed. My bandwidth test states that i'm getting 15 as promised by my internet service provider BUT my download speed won't surpass 1.3-1.5 Mbp/s . Both my modem and are generally cheap ($40 range).Are they what's holding me back?
