HUGE intermittent network latency!

Hi guys, i posted about this a while back and had no joy in remedying the problem so it's been left while i've been busy at work but it's still an issue and i'd like to try take a fresh look at it!

About the network:
Approximately 20 wired machines on a gigabyte LAN, OS are primarily Windows 7 but we still have some older XP machines.
Two Zyxel managed switches
Draytek Vigor 2830n
Windows SBS 2011 box (Running Exchange 2010, ESET Mail Security, Shares etc)

Windows Server 2008 R2 (SQL Server)

At sporadic times during the day or week we get latencys of over 2000ms (pinging from a workstation). This has also been tested going direct in to the router the latencys are the same.

If i ping from the router to outside the network, the latency only comes to about 35ms which is about right for us.

I have not noticed any latency within the network in terms of accessing shares, print resources etc on a wired client but have noticed wireless users do suffer (this may point to the Draytek being the issue?)

During the surge of latency, i found that going to the cabnet and removing the SBS box from the panel removes the latency instantly.

I have recorded some videos of resmon during latency, hopefully to give you guys some more information.

I appreciate anyones help!
