Odd internet problem

Lately my connection has been bad, I usually stay connected for about 10-15 minutes, sometimes more, but it's very sporadic. I won't be able to connect to anything, and sometimes the modem just resets itself, and while I'm experiencing this problem, my modem will say its connected to the internet, when it clearly isn't, but after about a minute or two it's all back to normal, I'm using a DSL connection to a Verizon Westell 327w, here's more info about the model:

Here are things I have tried so far that have not worked:
Resetting it
Resetting it to factory default
uninstalling/reinstalling network drivers
going into the modem settings and changing ISP/DNS/Subnet/Gateway settings

My connection seems to crap itself when I'm actually on the computer and the internet, and anyone else trying to use it is affected as well. But when I put the computer into standby mode or turn it off, and go on a game console and play online, my connection is fine, and so is anyone else.

I've asked on another forum and they all said to replace it and get a new one, which makes sense considering it's almost 10 years old and they don't make this particular model anymore. But I just want a second opinion.

If I open the command prompt when the connection is "down" and run "arp -a", I get:
