Connecting To PC

Please forgive my niaveness when it comes to networking and the likes. I know my WAN IP address and I have a computer on my LAN with a static IP. Could I connect to the pc with a static IP from any internet connection (say the office or a friends) since I know my WAN & the LAN IP? So if my WAN IP is 99.111.111.1234 and my static LAN is 111.333.2.134 could I somehow access the computer associated with that WAN/LAN IP from any internet connection?

I am sure there is some sort of port forwarding that would need to take place in my router to allow such, but thought I would ask and see if this is possible. What I was curious about is accessing a folder that is shared on my LAN from that static IP from any computer with an internet connection.
