Cannot Resolve Local DNS Names

I cannot resolve local DNS names for my network. I can resolve external DNS names, but not local DNS names. These resolve okay on the server, and on my main2 server. dnsmaster is running Mageia Linux 4.1, and it is running whatever version of bind it has. main2 is running Windows XP, and is on the same subnet. It works okay too. My Windows 8.1 client cannot resolve the names. I tried this fix: http://social.technet.microsoft.com/...tpronetworking, and it did not work. My machines are all on a workgroup. They are on the SMILEY workgroup.
