cannot connect to dns server 75.75.75.75

I'm using my phone to post this.....
I've been looking up this issue over the weekend and haven't been able to solve it. I've read multiple threads on this forum, but non of them have helped. My Internet comes n goes, but rarely works when I actually want it to. Here is the ipconfig info.....
