Desperately need help-- baffling connection problem

Hello,
My Windows 8 laptop has recently experienced a sudden and dramatic decline in performance. The wireless in our area is not great, but as of last week it cannot access the internet at all through our home router, and even when plugged in the connection speed is abysmal. The other two computers on this network-- a Macbook Pro and a windows desktop-- are connecting fine.

The following is a list of things I have tried and their results.
1) Resetting the router-- no effect
2) Manually entering the IP information instead of having it automatically acquire-- would not accept the information (as provided by the router admin screen, accessed from another computer) as valid
3) Adding DWord keys in regedit saying "IPAutoConfigurationEnabled" set to a value of 0-- no effect
4) Trying /ipconfig release-- no effect
5) Trying /ipconfig renew-- stated that it could not connect to DHCP server
6) Trying netsh winsock reset catalog-- no effect
7) Trying netsh int ip reset reset.log hit-- message "resetting failed. access is denied." I was unable to alter the permissions of the netsh.exe file, despite being in admin mode; I clicked the checkboxes to add permissions but nothing happened, no check appeared and I was unable to edit permissions.
8) Turning off IPV6 and trying to run on just IPV4-- no effect
9) Running Windows Network Access Repair utility-- no effect
10) Updating wireless card drivers-- no effect

There may be more-- it is late here and I am tired and frustrated. When I access the router's admin page at 192.168.10.1, it plainly has the laptop listed under the Dynamic DHCP list with an assigned IP address of 192.168.10.103 and a MAC address of BC:EE:7B:50:DE:B4, but the laptop is not able to pick this up and nothing I can do can connect it to the router. It did previously work with this router, but suddenly stopped. Please help!
