Having packet loss and ping spikes. internet goes out for 1-2 seconds constantly

Ever since a week ago out of nowhere my internet has been [inappropriate language removed by mod]. I've tried resets, I've tried troubleshoots and flush and even had a tech come out but im still in the same perdicament.

I can use internet, I can load pages, but if I try to play games online or stream TV I am [inappropriate language removed by mod], heres some images

I get one hop thats just bad, but my second to last hop is unidentified, just three ??? and 100% packet loss.

Heres also a Tracert to Dota 2 US East server thats been having showing 1-3% packet loss for me
