"Local Area Connection" doesn't have a valid IP configutration

On Friday, I was online, when my monitor burnt out. I unplugged my computer, to save energy, then I unplugged everything so It was just a free standing tower. I should mention that my internet is provided by comcast, and that is transmitted by ethernet from my router which is net gear. My modem is arris. Yesterday, I not only got a new monitor, but an new power supply(400 volts/watts?) and a graphics car. (1 gig, requires 350) It was all working, I cleaned out my comp, and I plugged it in, and everything booted up, but my internet would not work. It said that it was an "Unidentified Network" and there was "No Network Access" after running the diagnostic it said that the "Local Area Connection" does not have a valid IP address. I then spent several hours trying to fix it. I contacted Microsoft, who said to contact Comcast if it was an IP problem. I did and spent more than enough time with them and they did not help at all. I already tried to try the ipconfig/release, ipconfig/renew. because it will say something about a missing system or file or it will say something about how it couldn't contact a DHCP server or something. I tried power cycling, you know, modem hard reset, unplug the router then plug it back in while the Ethernet cable is disconnected from both the modem and the computer, then turn on the modem, then the computer, then plug it in, did not work. I tried restarting my computer. I tried manually entering IP addresses. I tried Uninstalling and re installing the driver. Please I really need help. Please. My friend told me to reset all my settings. That's all I have left. I need help. please.
