High ping

Hi guys,
my English isn´t very good :) But i will try explain my problem. How you can see on screenshot from program HLSW my ping go to timeout very frequently but in CMD i have normal ping all time. My provider said: We dont garanted ping but we garant speed. I cant change my provider, now. So, pleaseh elp me and told me some sugestions for me. Really really thanks a lot with some solution :) I post screen with HLSW graph and CMD graph and CMD with /tracert on gaming server.
