Internet Hiccup

I just did a clean install of XP on a new hard drive in an attempt to solve a problem. Unfortunately, the problem is still with me. I use both Chrome and IE 8, but the problem is the same for both. When I click on a link or just go to a URL it many times takes two or three tries to get the page to fully load. Registering for this forum it took two tries to submit the form over a time frame of more than a minute. Sites like Facebook (with all the ads) can take three of more minutes and 4 or 5 tries to get it to fully load.

I'm connected using FIOS and continually check my speeds getting an average of 25mbs down and 5mbs up. This problem does not seem to be present on my other computers using this connection, or not to the same extent.

Do you have any suggestions as to where to look for a solution?
