Frequent Periodic Slowing of Wireless Connectino

I'm having an issue with a wireless connection in my apartment that has been very frustrating for several months, and has me stumped.

The problem is:

On my DESKTOP (Windows 7 64bit/Intel Core i5-3570K), I am experiencing very frequent slow/laggy spikes in my wireless connection. During these spikes, I can look at the status of my connection, and observe the data 'received' by the connection trickle in at mere bytes to kilobytes per second. This results in a temporary inability to browse/watch videos/game online, and these episodes occur every several minutes. These episodes of slowness are NOT present on my Acer laptop, iPad, iPhone, etc., all of which are using the exact same wireless network.

To connect to wireless, I am currently using a TP Link Wireless N450 Dual Band PCI Express Adapter. In the past, I have tried various D-Link and Netgear USB wireless adapters, but ALL adapters have experienced the same frequent episodes of lag.

My router belongs to the landlord upstairs. I have managed to access the settings, and have tried all channels 1-11, to no avail. I do not believe it is an interference issue, because all my other devices receive excellent connection in the same locations.

My PCI wireless card in the desktop is showing a connected (good signal, 3 bars) network, rated for 195 Mbps. Yet the functionality of the connection is obviously very poor.

The logistics of attempting to try a wired-ethernet connection on my desktop are difficult, as wireless in my apartment is really the only option.

I believe it is an issue which can be resolved, however I'm out of ideas. I'd appreciate any help.
