Upload Bandwidth Issues

Canadian upload speeds seem to be notoriously poor, I've signed up with Bell for their Fibe 25/10 plan, which they say would offer a minimum of 5Mb up, and obviously up to 10, if I'm not mistaken, no source.

Speedtests check out of course between 5 and 8, but when I physically try to upload information, more specifically Streaming on Twitch.tv, the bandwidth hits a roof after a short spike, of about 1.3Mb.

I've read a little about throttling, which the consensus seems to be that they wouldn't do it for their upstream, is that true?

I've read about the Modem/Router combo being bad? I have routers around the house I could try, something about PPPoE, I'm not exactly sure how to do that.

Otherwise everything checks out on my end and with the company, they were no help of course, saying they could only account for the speedtest and nothing more.

Additionally I've tried multiple Twitch servers and monitored my bandwidth on the speedtest itself which showed to be teetering off near the end of the short test anyway, leaving me to believe that it's not a twitch or server specific issue.

Any suggestions? Thanks!
