Wireless router

I have a TL-WR700N. This is a little wireless router that can be used to extend, bridge, AP, client connections. It has worked before. I recently moved and refomatted my computer. Here are the instructions I am trying to follow. http://www.tp-link.com/en/article/?id=387. But I haven't had any luck. Here are some details. I am running windows 7 64bit on a laptop computer. I have reset the router to default settings. When I plug in the cable the computer recognizes it and lights flash on my NIC. Also the routers light flashes. So they both know there is a connection there. When I follow the instructions and manually input the IP address and subnet mask. I cannot ping 192.168.0.254. I notice that when it is set to Obtain IP Automatically that under IPv4 WINS server it has 192.168.0.254. When I run an app that list all connections to the subnet it only lists my computer at 192.168.0.10. When I set it to obtain automatically the Autocongiguration IPv4 is 169.254.117.48. The subnet is 255.255.0.0 and it still list the IPv4 WINS Server as 192.168.0.254.
