HN9000 Satellite Modem + Netgear WNR1000

I have a customer that has an 8-channel video survelliance system and an old windows XP computer. Hughes Net is their ISP and they have a static IP address that was given to them by Hughesnet.

I put a Netgear WNR1000 wireless router + switch on their line to handle Port Forwarding to allow their boss to see the cameras over the internet and still allow them access to the Internet from their computer.

I setup the INTERNET IP to match the Hughesnet modem+1 and set up DHCP on the Netgear Router to automatically assign the IPs to the devices attached. The computer works fine, access the internet and everything. I have port forwarding on the router to port forward to the DVR attached to the cameras using port 6037. I have Static IP 192.168.1.252 assigned to the DVR which follows the same gateway as the server side of the router (192.168.1.1). Here's my problem:

When I run port scan ANY port I want to use for access (even 80, 21..etc) shows CLOSED. AND the port forwarding is not working (of course). I have had a similar setup using another ISP with a cable modem and the SAME EXACT router and everything worked perfectly. I'm thinking something within HughesNet is not allowing these ports to be accessed. I've already spent 13 hours on this issue with Netgear and HughesNet(useless) and even the DVR techs on the line and they all have confirmed my settings as correct and say that the problem is that the PORTS are closed and need to be opened. Help!
