Can I Change the Frequency of My Router?

I have an irregular internet connection problem. There is a fast food restaurant located a mile or two away from my house, and the electronic sign outside is directly in the line of sight of the tower on the top of my house. This restaurant has a computer that alternates frequencies at which to transmit to the electronic sign. Occasionally, the computer chooses 2.4 ghz, and this is a problem for me and some of my fellow users. When this occurs, our speeds drop drastically, almost below 1 mbs down. My question is this: Is there anyway to change the frequency at which my router communicates with my ISP's outdoor tower (sorry I don't know the correct terms). I know that I can change my computer to use 5 ghz, but I do not know if this changes the way the router or WLAN controller communicates with the ISP. Any help on this topic would be exceptionally helpful.
