Bandwidth being choked in a local network

Dear Sir
Greetings.

I have a big problem for the last 3 months my bandwidth is being choked continuously and i am not able to find who is consuming the that speed
I have 15 users network
How can i find the particular user who is consuming more speed
here is my bandwidth details

Please help every one in my network complaining for the slow speed of internet
