static vs dynamic IP? no internet...

Hello,

I have my PC connected to a network, i noticed that internet everynow and then doesn't work, and I'm not sure why.... initially I was told to use a static IP, and I used it, then I was told that if I also wanted to access the internet I had to temporary change it into dynamic IP, so I did, and I was able to use the internet and be on the network as well.

It happened that I left my PC, and the day after I'd find it either with a static or dynamic IP but internet wouldn't work.
Yesterday for example, internet wasn't working, then I just applied a static IP, then changed again into dynamic, and I got internet back.... today this is not working.

Please see the attached, screenshot, it looks as if the Party Chief PC is taking my place on the gateway, is this possible? Why was then working other times?

Also, I did run a troubleshoot and I found this:

Troubleshooting has completed:
The dns server isn't responding

Please let me know how to get back on the internet.
