Expired domain pw cant be changed

My domain controller is 2008 R2 and users are unable to change the password once it expires. Is this common or is it able to fixed? If it hasnt yet expired they can always do ctrl/alt/del and change the pw no problem, but if it expires I have to manually reset it for them. Im not positive of the error they get, maybe username or password incorrect?

I searched for this subject and I see similar posts but not the exact same issue.
