limited connect through router, fine through modem

A few days ago a big storm came through my area.

The next morning my internet was down. I bypassed my router and plugged my PC directly to the modem, that didn't work either. I spoke with Charter, they did something on their end (I restarted the modem & my PC) and that got my PC back online but when I went through my router my home network functioned but I could not get online through either plugged in or wifi computers.

I figured the storm fried my router, so I bought a new one, and I'm having the same problem.

When I connect my PC to the modem I'm online. When I plug the modem to the new router my wired connections are only online for a few minutes and wifi connections are limited at first, then there is no internet connectivity for anything. My home network still works though. I have 2 PC's wired to the router, at one time I saw an IP conflict error, but didn't show up after restarting the router & PC.

I've reset my modem, router and computers several times. I've tried using different cables, but that doesn't seem to change anything.

On the modem there are five lights: Power, DS, US, Online & Link.
The 4 lights for Power, DS, US & Online are always green.
When I plug my PC directly into the modem the Link light blinks green (online), but when I plug the modem into the router the Link light blinks amber (offline).

Details-
ISP: Charter
modem (provided by Charter): Cisco DPC3010 (installed about 2 years ago)
old router: Netgear WNR2000
new router: Netgear WNDR3400
PCs wired into router: Win7 & WinVista
laptop on wifi: Win8

All of this started after the storm rolled through, I've been offline for a few days and it's very frustrating at this point. Charter seems to be doing their job getting the internet to my home, but what could be killing my internet connection when I go through a router?

Any thoughts or suggestions?
