New WiFi problems at Motels we have been to before

I have had WiFi connection problems the last two motels that I have stayed in. I have previously been very successful in using WiFi at these two motels on three occasions at each one. At all times I purchased the Premium Connection Package vs the free one. I also have no problem connecting to WiFI at airports, restaurants, nor at home. The first connection and signup works. Then if I get out of that browser, and use other browsers with the original one closed I get unable to connect messages. Going back to the original one also gives this unable to connect message. Where I have shut the computer down and started over there is no change but it is worse as I cannot get the signup page to appear. I went to the Motel IT department on three occasions and they tried some things but nothing worked. They said it must be my computer or computer settings, as it was showing I was connected to their network (which I could see on my computer) but I was not connected to the internet (which I could also see on my computer). On one occasion, I am not sure if it was an HP or windows program that allowed me to either HP or Windows and it said it successfully connected but I still was getting the same error messages everywhere else.

I have a 3 year old HP Laptop Pavilion Dv6-6c47cl Entertainment PC with Windows 7 Home Premium
I use Norton360 for general protection. I also use Spybot S&D Start Center free version and Malwarebytes AntiMalware free version to further check out my computer.
