web page connection

I am confused. I have a friend who uses windows 8 on a hp computer.
he is unable to go to a certain web site. at his home. he has a hot spot by straight talk. we have gone to this site on my Brighthouse system at my home. and I can go to the site with my computer at his house using his hot spot. he connects to internet at his place and can go to facebook, yahoo and other places but this one site.
