Router/Modem Issue

We have had numerous problems with our internet before and so our internet provider Charter has sent us numerous different routers. We had a Router that was both a router and modem twice and then we got a router with a separate modem to solve our last issue but now we have disconnection issues with this one. All at once my family's phones computers and tablets are disconnected to the internet the only one that has connection sometimes is my moms laptop that is about a year old. The phones are all different and so are the laptops and tablets none are the same brand. 2 laptops run windows 8 while the others are all windows 7. We remain connected to the router and send data yet we cannot receive data. We also have the best plan that Charter has Spectrum. I have tried DNS flush, Macshift, and restarting all devices. I cannot connect to the routers web address as it says it is disconnected. The only thing that works is restarting the router and it is only a temporary fix and also at random times it will kick everyone off and will not let anyone reconnect for about 30 seconds. Please help this is a extremely annoying issue!
