SUDDEN DROP IN SPEED: Broadband Virgin

Hi everyone,

I have a problem with my broadband speed and would welcome any help please. I'm running Win 8.1 on one HDD and Win 7 on another - not multi-boot but selected by F11 boot manager as required. Results are the same on either O/S.

My Desktop pc, connected to my Virginmedia 2 router is consistently uploading at 5-6Mb/s. It should regularly d/l at 100Mb/s or thereabouts
Broadband speedtest.net showed that it did so when I first had the new router.

However, for several weeks now it has been registering only 5-35Mb/s. This is now my 'normal' result, though on occasion it 'blips' to 40/50 - even 100Mb/s.

2x Virginmedia staff have been out to check the router and declare that all is well. 3x Virginmedia phone 'help' staff have taken over my pc and failed to do anything
(except appear to ruin my pc and advise me to to get the O/S re-installed); that problem went away after the 'techie' hung up - then the system was fine.

Virgin don't have a complaints dep't or any other type of support, so I called 'I'm leaving', which apparently is actually customer services. They promised to help
and arranged another 'techy' visit.

The following day, an unexpected Virginmedia person visited and said that 'he was network' and had checked and renewed items (just in case), from the main server via every stop to my house.
He asked to speedcheck my pc (15Mb/s), then took out my ethernet cable and put it into his laptop and ran numerous speedtests -all showing 107Mb/s.

He declared that Virginmedia were perfect and the problem was with my equipment.

I have a second pc with an identical Motherboard, Processor and RAM. It had a Win 8.1 that hadn't been used for a year. I hooked it up to a different mouse and keyboard
and put my ethernet cable into it. Result - consistant 107Mb/s d/l speeds.

I decided to update it (about 130 Win critical updates!) and use that as my desktop pc.

After the updates I surfed and then ran speedtests - and got 5-35Mb/s d/l speeds. So it is not the ethernet cards in the pc's.

I begin to think that I am being 'throttled' by my ISP.

Does anyone have any other theories or advice please?

I use Firefox, but have also speedtested on internet explorer. My Motherboard is an MSI K8T Neo2 v2.0, with onboard Realtek Semiconductor RTL8167/8110 10/100/1000M Gigabit Ethernet.
and the processor is an AMD Athlon 64 4000+ (2400.0Mhz) according to HWinfo. The pc's each have 2Gb ddr1.

I know that the pc's are old now, but both run perfectly well apart from the broadband d/l speeds.

Any help welcome, any other pc details available on request.
