Solved: Can't get to my new AP's control screen

Hi. This is so so frustrating. I bought a mini wireless router (the one at http://www.ebay.com/itm/380359825597) and I need to get at the thing's browser-based control screen, which instructions say is gotten at 192.168.16.1. But Chrome and other browsers balk, and say "Cannot connect" or "Timed out". Maybe my existing router is a meddlesome one and doesn't pass that request along verbatim, ie intercepts it. The new device has power and the status lights are appropriately aglow. I plugged the main cable into a random (3rd) LAN port of my modem/router that I have from Frontier, my ISP. I could plug it in to the "versa-port" (slot #1) if that were advisable.

A couple things are important to note.

1. The device has a little switch to change from AP to WiFi. I don't comprehend the difference. If it's no matter then the heck; the factory setting is AP.

2. I'm trying to get it to work ONLY so I can later assist a friend install it to HIS PC, which has a wired-only router and they want to add WiFi. My system already has a wireless router. I just need to gain familiarity on how to do this.

3. My strong preference is to get the device to be a sub-network of mine ( and later their) existing router, wherein the new device need not even know the password to the ISP account. Maybe that hope is futile and it's not possible. Either way.

Without being able to gain access to the new device's control screen at 192.168.16.1, I am at a total dead end in this seemingly-simple-basic networking endeavor.

The China-made device has instructions, some of which are flawed, like claiming that under Vista's Network & Sharing Control Panel there's a top-level option to "Change Adapter Setting", which it doesn't, and that wouldn't seem apropos to me anyway. And the instructions imply that when I go the Network Connections folder that there I would find not only my hard-wired connection but an icon for wireless connection as well and that I should monkey with that one. I saw no such icon.

I can use my WXP PC or one using Vista, but in my humble opinion it's a non-issue because ONLY through the device's own browser-based Control Screen can set-up be achieved, and I'm unable to get there, argghh!

BTW, the device boasts auto-negotiation of WLAN connection. I'm sure that's not unusual.
