My wireless internet has signal but no connection

Hello. I'm having an odd problem as of a few days ago. All of a sudden, my wireless stopped working on my desktop. I live in a small apartment behind my landlords house, and I have a long-range wifi thingy, so I thought maybe it fell.

Long story short, after trying things I've managed this: the internet will resume connectivity for about 10 minutes if I navigate to 192.168.1.254 in my browser. It will appear to be searching fruitlessly at first, just like everything else, but then voila, it pops up, and then magically, other things will work too, like my browser, steam, etc.

Unfortunately, it lasts about 7 or 10 minutes, and after that it's dead. I try again, I'll get about a minute. I can game it by constantly navigating the page, and keeping the floodgates open.. somehow. I wish I knew how. But if I don't, game over.

A little background - our internet is complete crap. I don't think it's the service per se, but something to do with our house/router/modem or some such infrastructure is really bad.

Can anyone advise me to help tackle this problem? My landlord is not savvy at all, and I have to be really circuitous when I try to get things like router passwords because he's suspicious that anything I do will wreck the entire system. But his stuff seems to work a little better, and of course he doesn't use it nearly as much as me (if at all, I really don't know).
