Managed Switches not responding

I have 2 managed switches that are part of a large WAN. I have their IP addresses but can not log into them. When I enter the IP adderess for the switch I get the spin of death in any browser that I try.

I checked the mfg site and unfortunately the End of Life has passed for them and the MFg will not offer support on them anymore.

Does any one have any ideas on how to get into the settings of the managed switch?
