Max. download speed gradually going down (modem)

Hello!

I'm having a annoying problem since last december. Before last december my internet download speed fluctuate between 6 and 7 Mbp/s. Besides that I had no problems with the internet connection, no random disconnects, lag spikes, package loss. Every thing was OK.

After december ~20 everything went to hell. The whole valley lost internet connection for about 4 days and the guys who are maintaining the DSL internet line made measurements all arround to find the problem. Than on 24 of december the internet connection came back and they said they fixed the problem. OK

From then onwards my download speed was gradually slowing down. It went from ~6,5Mbp/s to 2,2Mbp/s in just 10 months and it's keep going down. I have called my ISP many times and they said that this is the maximum download speed I can have and they can't raise it anymore. And I was like incredulous? how could I have 6,5 few months ago and now it's not possible anymore? Besides the lower download speed, the modem keeps restarting it self in random intervals.

The most funny and weird thing about my internet connection is that, after EVERY storm that hits my local area my internet connection rises to ~5Mbp/s. Once it even rised to 8Mbp/s after a massive flooding in my area.
And I was wondering is it possible that our local DSL cable is over subscribed? and when a storm hits, many of them unplug their modem and allowing my modem to recieve a higher bandwidth connection? Basically the whole town got the same problem as far as I know. Maybe I should replace my modem or change my subscription to only 4Mbp/s since the internet quality is not worth the money I'm paying.

Any advice? I'm kind of lost :/
