Internet only working in safe mode with networking (Moved from Windows 8 forum)

My laptop recently stopped being able to connect to the internet unless it is in safe mode with networking. I am able to ping both IP addresses (e.g. 8.8.8.8) and URL's (e.g. google.com) and I still am able to see my friends activity on steam.

All of the other devices in my house are able to connect normally, only my laptop is not.

I have ran scans with AVG and Malwarebytes and removed the few threats found, but still can't load any pages.
