utorrent red exclamation mark asking about the opening of a port

i use windows 7 os,mse security essentials and lan connection of my college . when i download any file in torrent it does with slow speed in kbps. a red exclamation mark showing"firewall/ router limiting network traffic .you need to..................." what shud i do??????
