laptop is connected but nothing works

As it says. Im currently connected to the internet. No limited access. Fully connected. But no browsers load. Not sure if this is an internet issue or comp' issue. I have internet on my phone just fine. Ive unplugged routers. The internet. Reset all browsers. Refreshed everything. Thought it was chrome but explorer doesnt work either. I havent had any new updates for months. No new files have been added. Tampered with. Ive cleared caches. My system restore point is for two months ago but the internet was fine a couple days ago. Im using avg so shut it off and tried but no luck. I manually re-allowed chrome and internet through my firewall as well. But despite full bars. Saying its connected. Trouble shoot not detecting any problems. Theres no internet.

Im using the surface pro. Windows 8. I will attatch an image if i can of the wifi status window.
