Can't use browsers (chrome) but can use skype, steam ect.

I have looked up and run every possible test i could find. Nothing has worked so far.
Whenever I ran my default browser, Google chrome, it would work fine for a minute or so, then just completely stop working, just dead stopped. I have tried re installing chrome and all that. But the thing is, I can use Skype, steam , but when it comes to browsers, it just wont work, i tried downloading Modzilla but i cant seem to get it to download in the first place, and even got the entire folder from my laptop and still nothing. Also, as useless as it usually is, EI was of no use. Even tried steam browser. Everyone else in my house can use their internet without any issues. One thing i did pick up on, was the fact that my Norton internet security won't open. I tried everything from windows reboot, to which i have no save points, windows repair but apparently i have a webcam connected, which i don't. And after trying everything i could find. Nothing, I can't uninstall Norton encase i lose my newly renewed subscription. I even went into safe mode, loaded Norton, full computer scan, took 4 hours, over 1.2 million items scanned, three threats, taken care of, and nothing. And now my computer freezes. I am about to cry. Please, can anyone help.
