easily handing over clients from one wifi router to another

A small hotel, 5 floors with 8 rooms each. Each floor has a wifi router, connected with a lan cable to the internet modem router. Each router has the same wifi IP-number (say 10.0.0.1), wifi network is without password, ie NO WEP/WAP-protection.

We now have sometimes the problem, that a guest connects to the network in groundfloor, then goes up to an upper floor and then complains, that the signal in the upper floor is too weak to connect (even if his room is just beside the router in his floor). Of course it is difficult to access the ground floor router, but the signal of this floor's router is perfectly strong. I personally would just call "renew lease" and connect to the new router just beside, but obviously this is too much for most of the people.

How can a client easily be handed over from one router to the next? Configure the same MAC address for each router?

EDIT: replaced "logs in to" by "connects to", as "logs in to" is confusing, because there is no password protection
