Seemingly incurable lag

Hello all, I'll just get right to the point. I've been lagging since the 18th and have taken as many steps as I know how to take to fix it, alas none of the steps have accomplished one thing. To get into it I'll first describe my problem and how it behaves and then I'll list the steps I took to (attempt) to cure it.

The problem: I'm experiencing lag in different ways across different programs. The lag occurs in spikes of anywhere from 1 to 20 seconds in length. The spikes can occur anywhere from 10 seconds apart to 120 seconds apart. Meaning I can lag for 5 seconds and then 80 seconds later lag for 15 seconds and then lag 10 seconds later for 1 second. This has been ongoing for 3 days now nonstop.

The steps I've taken:

-Googled the heck out of my problem, although it's challenging to find help for a vague problem.

-Reformatted my computer. After reformatting I downloaded the following programs only: Battle.net agent, EM Client, Steam, Counter-Strike Global Offensive, NVidia drivers, World of Warcraft, Ventrilo, Skype, drivers for the z77 asrock motherboard Hearthstone, and Microsoft Security Essentials.

-Contacted my ISP. They sent out a person to check on things. They reportedly fixed water damage on my lines outside, gave me a new modem, checking the coax cables and behind the coax cable plates, tried direct connecting my PC to my modem instead of my router.

-Ran speed tests. They appeared normal. http://stage.results.speedtest.comca.../460870784.png

-Power cycled my modem and router multiple times each.

-Changed out the ethernet cables.

-Renewed my IP and flushed my DNS.

Please if you have any ideas, leave them here. I am open to try anything to fix this. If you need any more information from my to diagnose this, ask away.
