Sorry if this has been covered, but I haven't seen it here, and admittedly I'm a little impatient because this is driving me out of my mind!

I have Rogers internet in Toronto, Canada, and everything was working just fine up until a few days ago.
Now, every time I attempt to download something, the d/l speed goes up to normal (around 3.5 megabytes/sec) but then stops, going down to 0kb/s. I've been using Downthemall as a download manager in Firefox, so I pause the download and resume it, and it goes back up to full speed only to go back down to 0kb/s a few seconds later. When I browse the internet, some times the pages load right away, but other times I have to go to the address, then hit refresh in my browser to load the page, as if it didn't load the first time. I've tried different browsers (chrome, FF, opera, IE) and consistently get the issue.
There are no issues with connectivity, as all of the lights on my router seem to indicate a strong connection.
I assumed this was an issue with my ISP, so I reset my router to default settings and set up my connection again, but the same problem persisted. I tried lowering my MTU's until the packets weren't fragmented, but that didn't help.
I then tried anti-virus/malware scans, but those turned up nothing.
After a couple days of Googling, I'd had enough at this point. I backed up and completely re-installed my machine, only to attempt to download Firefox upon a fresh install and have it hang right in the middle of the download.
I've never had any of these issues before a few days ago, and it's driving me crazy, any help would be much appreciated.
