Problem with voice IP software

Wasn't quite sure where to file this one - here or the software section, but I suspect this may be an issue with the networking. So basically what is happening is that when I am talking with another person over voice IP, and I tried quite a few of them - Skype, Goober and ICQ, I would quite often hear crackling noises, the voice would cut out and so on, which kind of points to the networking side of the problem. The other side can hear me just fine (and it is just this one person, so I am reckoning that the problem is on their side but basically they are not very computer - savvy so I am trying to figure it our for them), and the only other seemingly networking issue is that they would get periodically disconnected from things which require constant connection - like World of Warcraft or The Old Republic. Strangely enough, this does not seem to affect the voice connection itself - it will cut out for a moment, but then I wouldn't have to call again, the connection would be automatically restored. We tried reseting the router, updating drivers for the wireless in the laptop, even plugging in a USB WiFi receiver and the problem pretty much remains the same. Their internet is Virgin Optic Fibre, so I don't know if anyone would have similar issues with this provider. Their configuration is an Acer Aspire 5755G with Intel Core i7, 8GB RAM, 500 GB HDD with Windows 7. Also, could the cut - outs in sound that seem like connection issues be caused by a bad quality / old headset? Any help would be appreciated, thank you in advance.
