Netgear WGR6114v10 Not Connecting

I have two laptops that will not connect to the Internet. One is running XP, the other Vista Home Premium. No problem connecting with an Apple laptop or a Win7 laptop. Am using Netgear WGR6115v10. Using the CD that came with the router is useless (it says I already have an Ethernet connection and won't let me proceed), and incrediby the alternate (non-CD) directions give a URL, not real useful when no Internet connection. When I go through the process of installing a home wireless network it recognizes my network and says it connects and signal strength is excellent. However, it only says "local" and I can't connect to the Internet. I called my cable company (Charter) and they ran through some ideas but it clearly shows the problem is not in the cable modem.
