Networking: how many subnets are needed?

Please could someone help me, i am new to networking and i have been given a scenario, could someone advise me on how many sub nets they would use ?

Assignment Scenario
The Faculty of Science and Engineering have a new campus in Ellesmere Port. The campus is brand new and needs networking.
The campus has a flagship building which has three floors and is dedicated for the use of computing degree programmes. The ground floor contains a café area and a large lecture theatre; it also has a reception desk for internal mail and switchboard queries.
The first floor has three computer labs. Each lab supports up to 40 computers but only 20 will be installed at first. The first floor also has the communications room which provides a fibre link back to the main university campus in Chester. It also has a link to the partner College in the Isle of Man. It contains an ADSL internet connection for backup; however the main internet connection comes via the link to Chester.
The second floor contains staff offices and an open access space with sofas and some wireless compatible games consoles. There are 10 staff offices on this floor, each office supporting up to 2 computers and one phone line. There is also a staff room with brew making facilities and some sofas. It also has an intelligent fridge which keeps stock controls of milk and orders more when running low and tracks who eats what.
The university uses the private network ID of 172.19.0.0. The third octet is split to identify the building number and any subnets within that building. The first 4 bits of the octet identify the building and the last 4 bits in the octet for any subnets within the building.
The building has an ID of 172.19.208.0/20 The University has funding to purchase the latest in network technologies for the network. Budget is upward of £100,000 for this building. The University has strict security policies that require “bring your own devices” to be on a separate subnet to university owned machines.
