Internet Speed Issues

I've been dealing with internet issues with my ISP for over a month now. I'm paying for a 30mbps fiber optic download package. I've always tested my speed through speedtest.net. Prior to these issues I was receiving 30+ Mbps download, 8+ Mbps upload with a ping in the teens or twenty's. However over the past few weeks my internet speed slowly diminish through out the day. Early in the mornings everything seems fine (usually). Then, by 5:00 or 6:00 I'm seeing speeds in the 2-3 Mbps range. My ISP originally said several people in my area were experiencing this issue that they were working on it. A couple weeks into it the Tier 2 Tech support contacted me and said the hub was overloaded and they were having to do some routing changes. They are now telling me everything is fixed, however according to speed test.net I'm still dropping into the single digits in download speed. A tech repair guy came to my house yesterday. He diagnosed a bad router and tried to sell me the router they use. I talked him into letting me try it just to see if that clears up my issues. Just for reference my router is a Netgear N750 dual band. They left me a Linksys N300 to try. After still having the slow speed issues with both routers I called in again. They are now telling me that I can't go by the speed reported by speedtest.net that I need to use their personal speed test on their website. Their site shows 30+ mbps consistently no matter what time, nor if I have one device running or eight. At the same time speedtest.net will show single digits. Can someone please give me an explanation for this? It is really disturbing me.
